In recognition that Rehabilitation Services Administration (RSA) funded programs across the nation could and should participate more fully in the implementation of the Olmstead decision, RSA funded a project to provide the support technical assistance needed to implement the decision locally, statewide and nationwide. The goal of the project was to assist RSA funded state and local programs to develop community supports and infrastructure to actively implement the Olmstead decision in their respective communities. The following RSA programs were identified as beneficiaries of the project: centers for independent living, statewide independent living councils, state vocational rehabilitation agencies, community rehabilitation programs, blind services, protection and advocacy for individual rights projects, Native American programs (121s), client assistance programs, Regional Continuing Education programs and state rehabilitation councils.
To accomplish this goal the Regional Rehabilitation Continuing Education Programs at the University of Arkansas (Region 6) and San Diego State University (Region 9) were given funding to develop and implement this project. The project will provide access to necessary tools, models, strategies and resources to implement the Olmstead decision. A nationwide advisory council which included project staff from both RCEPs, advocates and providers representing a cross section of regions was convened to determine the most effective way to provide the necessary technical assistance to these varied RSA funded programs.
Due to the ever-changing and continuously growing numbers of projects and ideas being put into action, the decision was made to create a website, which would include not only specific information about the decision, but also successful program models, links to important resources, policy changes and state by state resources. Information needed for the website was gathered from ten focus groups, one from each RSA region. The focus group members were employed by or directly associated in some way with at least one RSA funded program.
Using the input provided by the focus groups, a website will be designed by the project staff from both RCEPs and maintained by the staff of the Region 6 RCEP.
